(I don't actually know - but his statement sounds suspiciously like an attempt not to be a resident of Georgia for purposes of Federal Court jurisdiction (if the claim is a state claim, the parties generally have to be from diverse states)
It also explains how he knew there was voter fraud in Georgia by people who had moved away from Georgia . . .
