Other right wing demagogues and would be Trumps like McCarthy picked up on it mid century. (This is why it was no surprise that the orange nightmare itself, Agent Orange, who fellates Roy Cohn with unbounded adulation, routinely uses the term in his foul utterances.)
However, the cretin that did the most to weaponize it was Newt(droppings) as he in conjunction with his Rasputinesque pollster Frank Luntz DELIBERATELY encouraged his “contract hitpeople on America” to use it every time they talked to the media about the Democratic Party, or a Democratic officeholder in the early 90s. And, following his vile lead, other fascist mouthpieces like Limbaugh, the goosestepping wannabes on Faux News, and bottom feeding internet fascist troll farms adopted this practice and still slaveringly follow it. So, in my view, Gingrich is the most responsible for its present status as a popular derisionary slur by the right wing which should be called out as such any time a corporate media talking head parrots it, either deliberately or unthinkingly.
