You can't just grab some keys and get in after hours.
I suspect the White House has one that is manned 24/7.
Either he got a cult member to agree to risk everything to become a trusted agent and still let his minions take classified materials out while cult member waived them in and out, or they figured out how to distract a weak minded SCIF watch while papers were smuggled out.
