4. How long do to imagine the insurance company would stall?

Longer than is necessary to see a well-engineered bridge constructed in a timely and practical fashion? Would court dates, appeals, and filings by the insurance company delay, or even deny that bridge from ever existing again? Maybe the insurance company would simply say, "oops, my bad, here's what we owe..." Sure, it could happen.
