It's all junk.

If it was not all junk, there would not be one research facility in Alaska, it would be deployed world wide, or at least in US Pacific, US mainland, US Caribbean, and any other place the US could get agreement.

If it was not all junk, there would be declarations in Congressional hearings about a "HAARP gap" and calls for increased spending.
