Following the Civil Rights Movement, republicans welcomed the bigoted southern Democrats angered by integration, voting rights, etc. (the Southern Strategy). Southerners have since largely influenced the anti-rights stance of the republican party.

While using the Southern Strategy, Ronald Reagan was simultaneously successful in (further) souring white people's view on government in part by portraying government as an instrument that took hard-working white dollars and gave it to lazy black welfare cheats.

It's not random how the republican party has become a largely white and male dominated entity primed for a Rush Limbaugh to stoke hate. Limbaugh heightened the anti-rights and anti-government hate among republicans by spending hours every day convincing them that liberals were coming to give away all the rights and equal protection under the law that white people like him enjoyed to everyone else. When all people have equal protection under the law white people no longer control the consensus alone. And he heightened his listeners' awareness of this fact.

Dittoheads became teabaggers became birthers became maga/trumpers.
