7. I thought the town Mayor or County Supervisor outranked the Sheriff.

Sheriffs aren't (and historically never were, not even pre-Magna Carta) judges or mayors.
Sheriffs were never the administrators or "leaders", they've always elected employees paid by the local citizens who are supposed to uphold the laws of the county, state, or Federal Government.
But then, they do live in their own worlds....
