25. I agree with you Mineral Man. But to me, I was even hiring someone to work in a shop. I would want the most qualitified.

To run the gov't department or agency. I would want someone with knowledge of both running the place and a knowledge of the
issues involved. As a teacher for 42 years. I would vet my teachers on numerous issues.including what they would be teaching
