If Mike Johnson announces that the House intends to recess, the Senate either can agree to recess as well, in which case the door is open for recess appointments.

Or, the Senate can refuse to recess, in which case Trump could invoke Article II, Section 3, which gives him authority to call a recess when the two houses disagree on whether to recess.

Thus, the ones that need persuading are member of the House.
