if you were captured you could conceal the pill and use it if needed and appropriate. That becomes impossible if you are relying on a weapon of some kind, sure to be confiscated.

Gruesome, morbid discussion I know, but really those instructions don't make a whole lot of sense for the "fog of war." Is it costly to produce cyanide capsules?

It's also just not what a modern army even considers. Russia has been totally exposed.
