24. No, most countries don't deny medically necessary needs

In most universal healthcare systems, there is a process where the sickest get priority treatment. Triage is the process of prioritizing patients for care based on the urgency of their needs. Certain not health related niche medicine may be denied in some countries, like facelifts for age or by-pass surgery for weight loss.

It's not as if a national healthcare system decides to implement a badly designed AI system where 90% of initially denied medical services are eventually approved. This is done in an effort to aggravate the sick and dying, making them less likely to appeal and save money.

It's not as if single payer systems routinely deny preexisting conditions or decide that surgeries that go too long will be done without anesthesia all to simply save money.

There is a direct path of cause and effect between what the CEO of a healthcare insurance corporation does and the death, permeant injury or suffering of one of their customers who pay them to provide medical care. While the cause and effect between a scientist not getting funding to do research on cancer and a person dying of that cancer is far from direct.
