They're just waiting on Duh Grate Leedur to command them to kill and punish, to threaten and intimidate, to call in bomb threats, to assault protestors and scary, scary trans people, to shoot up local Democratic party offices and set fire to Planned Parenthood clinics.

He's getting ready to pardon them and he already has immunity, so they (like he) will have licenses to do anything, anything at all.
