2. The demanded timeline (through January 2027) gives the game away

Trump and the GOP don't want to have a debt limit fight or the optics of them having to increase the debt limit themselves. So they want to punt it to after the midterm elections (which the timeline suggests the GOP expects to lose) in order to blame a Democratic majority for increasing the debt limit while the 'fiscally conservative' Republicans are all free to vote against it.
