He thinks he is the smartest person in the room, or probably the world.

He lucked out bilking the US gov't with his projects and got very rich.
He equates that with being brilliant.

Being a brilliant bullshitter and grifter doesn't mean he knows everything.

He also thought his threats would work. He very much misread the room.
