What Trump refers to as the “deep state” consists of individuals, organizations, and institutions designed to prevent the rise of a dictatorial tyrant. His real aim seems to be undermining and infiltrating these entities with loyalists, so that even after his departure, a true “deep state” exists—one that could spy on Democratic presidents and continue to enforce his agenda.
