We do have a higher medical and science skill shortage.
The conman and his billionaire side-piece are going to have a hard time navigating this bruhaha they brought on because the racist people that voted for them don't like that their doctor isn't a "real American".
But the conman doesn't care about medicine and science. His ilk is talking about bringing back Polio and letting women die from pregnancy complications.

Why does R&D require talent from outside of the US? Why can't we easily train Americans for all tech jobs?

As I stated in my OP, high end R&D jobs do require top talent, but that's not most tech jobs.
