Didn’t see that they said IT engineers. I think they’re just talking about engineering and technical talent in general and the media somehow conflated tech with IT because the T stands for technology.

I have hands on experience trying to manage projects with a wide array of engineers from all over the country and the world. The fact is there are some things we simply can’t find US teams to do. First we try to keep as much in house as possible. Then we use American contractors. Then if we still need heads we look to our offices in Mexico and England. But we do have tasks we simply can’t find the manpower to do or in some cases the relevant expertise and use teams from India and elsewhere.

But what doesn’t make sense about Musk and Vivek’s gripe is you don’t need visas to hire contractors from abroad. You can do work remotely as long your export compliance is up to snuff.
