He's a bully, and this is the way he always operates. He's not going to invade Greenland or Panama or Canada; he just wants to force their leaders to capitulate in some way so as to remind them of his power. And renaming the Gulf of Mexico, which wouldn't actually benefit the US in any way, is just a performance for his MAGA base, like promising to build the border wall that never got built.
