should be subject to some sort of punishment. It can't be legal to disobey a Presidential Directive.

This also shows how stupid Republican Governors are (or more likely, how stupid they know their Republican constituents are):

Both cited a federal statute that calls for the flag to be displayed 24 hours a day on certain occasions for "patriotic effect," instead of from sunrise to sunset.

Um, to be clear - flags at half staff are still being displayed. It's these ignorant Governors who are in violation of flag codes, Presidential Directives, and downright human decency.
