Just because it doesn't seem like it to you, doesn't mean it isn't happening.

BTW, Tuberville's hold stopped nominations from moving forward because there were over 400 packaged together. To get past that hold would have required going through them one by one and allowing debate on each one which would have taken months and months of floor time which would have prevented them from doing more important things.

Individual cabinet nominees can only be delayed for a very short time.
