7. It was obvious why they went after probationary people

It increases their numbers (this was way more daunting than they expected) and were covered. It’s horrible for the long term staffing but there’s zero actual analysis in any of this. No cost-benefit at all.

I didn’t know this blocks them from applying for other Fed jobs. That sucks. You know these jobs make you eligible for PSLF loan forgiveness.
