5. Noriega was not well liked by most Panamanians.

He was a dictator who was the USA's guy after Torrijos. Torrijos was assassinated in a helicopter accident, which happened shortly after he made loud noises about self-determination (Siempre de pie, nunca de rodilla). Noriega stepped in his place through attrition. But Panamanians felt he was too friendly with drug cartels so they were happy to see him go, though the US kept the high number of dead Panamanian casualties down during the conflict, until the event seemed to be buried into history.

So, it was not Noriega's revenge. But truly the barrio spirit in Panama.
