The first half of this is what Miller and the rest of his merry band of fascists have planned for Canada, Mexico and Greenland. That's just for a start. (Minnesota's probably in there, too.)

It's a human trait to believe that how a person thinks is 'normal' and that everybody else thinks the same way. Works to a degree with actually normal people, although normal people still vary in their thoughts and values. Sometimes a lot. But the trait is shared by psycho-, socio- and downright whacko-pathic people. This leads to, well, the above. He's still lying and he knows he's lying. But on some level, he finds it a realistic scenario.
