They are talking about a state crime in Wisconsin, not a federal crime. Trump can not pardon a state conviction, only federal crimes. This is mentioned in the original article. So if Musk were charged and convicted, it would be in Wisconsin. State authorities would be doing the prosecution not federal ones. It is a completely different government.
