Export tariffs will harm them too and cause layoffs. Foreign buyers will get their machinery elsewhere and it may permanently destroy relationships with these customers. Without these sales, they may not be able to sustain their businesses and have to furlough skilled employees. Many small American companies have mature markets in the U.S. and depend upon their offshore sales to stay in business.
