But I do remember Nixon venting public frustration how Bush was handling the breakdown of Russia. Not the plan for peace, but typical exploitation. OUR people, FBI and probably CIA moved in to secure nukes and a rich man's model of government. Actually controlling nukes seemed pretty secondary. I think it was the typical Bush I blowback fiasco. Instead of inf;itrating the KGB, the mob and oligarchs it seemed to come back at us with a vengeance, with KGB Putin mopping up the young oligarchs opposing his power.
Bush II tried to keep the game of screwing over Russia going, but oil interests prevailed.
