Pope Francis kept a sharp eye on who he elevated to cardinal, and Leo 14 was only a couple of years ago. Francis also kept a sharp eye on who became bishop, and put his then-new cardinal in charge of vetting and promoting bishops. (Not totally sure of timelines, but would a bishop be put in charge of that? )

In any case, the new pope took his name from the first 20th century pope, who was very big on social/economic justice.

The late Pope Francis looks like he’s left quite a legacy.
