Sure, you can get on Ebay and get San Francisco PD, LAPD, NYPD and many thousands of other patches and insignia, have it placed on a uniform shirt...None of that is illegal.

HOWEVER, once you wear that shirt and represent yourselves as an employee of that agency, you are impersonating a law enforcement officer....These ICE T-shirts shown are for novelty use only. If you wear one and represent as an employee of that agency, you are going to get arrested and charged.
