Because he's done his job in a manner perhaps more suitable to the head of the East German secret police, people hate his guts.

If he leaves Trump's administration this second people aren't going to stop hating his guts.

Even after his natural death people will continue to hate his guts.

Worse is that he started his current job with pre-hated guts since he was the guy who invented Trump's policy of separating children from their families the last time We the People paid Trump to do nothing but golf and tweet.
