They are having a hard time controlling a city of 10 million as it is.

The best they can manage is daily terrorism raids, but actual control of the city? Fuggedaboutit.

Even if they deployed all 10,000 new ICE officers to LA, they still wouldn’t be able to control the entire population of the city.
