2. Neither Texas nor Trump want FEMA involved much

They are all seeking to prove FEMA is unnecessary, regardless of reality. However this isn’t a good example of how necessary FEMA is or is not. As natural disasters go, this one is relatively contained. Tornado outbreaks, earthquakes, hurricanes all strike much larger areas that would pretty damned difficult to cover without assistance from beyond local agencies.
