A neighbor of the Walkers, Cheryl Adkins, told KJRH that the family was living in less than ideal conditions.
"They [had] no running water for the last two or three years," Adkins said. "They have dogs in the house, they have cats in the house, six children."
She said she contacted the police multiple times to request a welfare check on the family, and is convinced that the parents knew about the child's pregnancy.
"This is getting to me," she said. "They robbed her of her childhood."

less than ideal conditions seems like a bit of an understatement.
