Oh I don't know if he cares about immigrants or not.
Could just be an issue he used to steal the WH.

It is a Putin strategy.

Putin has created wars and civil conflict around the globe, creating refugees.
He steers the refuges to democratic countries. He then can install his puppet
leaders across Europe and in the US who run on the immigration issue.

Immigrants as evil strategy to grab power in western democracies.

Putin uses it to divide a country to get power.
