Put another way, does this effectively ban gender-reassignment operations, but still leave private practice doctors free to provide non-surgical care, at least?
I mean it's fucking fucked generally of course, but it's considerably worse if it cuts off ALL care vs. if it would solely limit surgical options until a person is 18. Of course if they get away with it for that one thing, they'll push to expand on their "success" (in causing innocent people to suffer), you can bet on that (as the OP mentions).
This is some fucking bullshit right here.
