1. Think of Bernie Madoff.

The publicly available financial information on Madoff's operation was a flashing red arrow pointing to fraud. Basically, everybody who cared to know about it knew. Either they were a part of it, had dirty little secrets of their own to protect, or just didn't want to get a reputation in their community as snitches.

Other than those little people who would end up living under a bridge and barbecuing sparrows over a trash fire, nobody cared.
