Happened every year at the University where I worked. Keeping the buildings closed between Christmas and New Year's Day was cheaper than heating the buildings to open, then reopen them for 3 days for relatively non-productive employees.

Yes, it's different for federal employees - but this is getting far more attention than it deserves.
