10. So how does the USA annex Greenland without a vote in Congress?

Trump will just sign an EO stating we own Greenland? Does we start giving them SSN's? Does the IRS start taxing them? How do we spend money on their roads or hospitals? Congress would need to appropriate that. There is no way in hell an annexation would pass Congress, unless Denmark handed it over on a silver platter.
