23. The US petroleum industry hasn't increased storage or refining capacity since mid 70s. Who will refine the oil ?

CITGO (Paul Singer) already has refineries in the US for Venezuelan PDVSA oil but they should also already have oil to refine so where will this oil that Trump is talking about going to be stored while awaiting refining or while awaiting sale or both? If they aren't going to refine it who is. Refineries are specifically calibrated for the crude to be refined and recalibration takes time and a huge up front investment.

He's talking out his butt as usual.
