about 8% of those in detention are American Citizens who are struggling to prove their identity and citizenship - partly because understaffing at detention facilities is creating so many communication problems. A wild guess on my part, but I'd guess another 20% have some sort of legal status that was either revoked or contested. In other words they aren't "illegal" (as if any human being is illegal).
