When it was originally PA-8, it was briefly flipped to (D) (Patrick Murphy, an early supporter of Obama) in 2006 and 2008, but the 2010 teabagger catastrophe flipped it back to (R). PA-1 makes up about the entirety of Bucks county (with some slivers of Montgomery County).

The Inky had a front page story about the Philadelphia Police and how about 1/3rd of them live outside the city - the largest share in Lower Bucks, and that is where you see red votes in what is finally become more purple and swing.
