20. The clergy were getting arrested intentionally as an act of civil disobedience.

They deliberately violated orders to move out of the street so the airport police would arrest them for trespassing or some other offense - it's called nonviolent direct action, which is peacefully but possibly illegally creating a disruption to ordinary business (in this case, airport operations). It's the same technique often used by Gandhi and MLK. The clergypeople expected and wanted to get arrested in order to call attention to the immigrant flights and persuade the airport to disallow them. The video shows the airport police treating them respectfully while arresting them, and they will certainly be released on their own recognizance, and probably just fined. But the whole point was to be arrested.
