asia, the middle east, india...they dress it up as marriage, on their books it is illegal, but it is not enforced. Bloody hell, even here in the u.s. there are several states where girls as young as 12 (or was it 10?) can be legally married with their parents permission. And the attempts in those states to raise the age to 18 were shot down because...fredumb.
