2. Government evacuation has never been guaranteed

I've been traveling internationally for nearly 20 years now. The State Department has always been consistent in warning travelers that your safety and ability to leave where ever you are going is your primary responsibility. If you are lucky, evacuations may happen, but only if all commercial travel has stopped. And it will still be at your own expense. You need to sign paperwork that says you will pay back the government for the flight. And it isn't cheap. And if you are far away, they may only fly you to the nearest safe country with active commercial travel, then you are on your own to get yourself all the way back.
