by the Republican controlled Congress during the administration of George W Bush.

It required the US Postal Service to fully fund retiree benefits for 75 years, at a cost of over 50 billion dollars - to be paid over 10 years.

This requirement is unique; no other agency has anything remotely like it. Makes the financial statements look bad.

I don't suppose that Fedex and UPS had anything to do with this. On second thought, yes I do.
