over Iran attacking petroleum facilities in Saudi Arabia, Qatar, UAE, or Bahrain.

Could someone explain how attacking civilian infrastructure in non-belligerent countries is acceptable?

{before anyone tries putting words in my mouth- I am not condoning the attack on Iranian oil facilities}
