to go with extremely costly "gold-plated" weapons systems with a lot of advanced features that aren't built quickly or cheaply.

Russia took the opposite approach, opting for lower tech planes and other weapons that can be built quickly and relatively easily. Much easier for them to ramp up production if needed.
