Billboards are relatively inexpensive and help create a feedback loop of hope and action. Every person who contributed even a small amount sees a tangible result. And that sort of feedback loop inspires further action. And posting photos of the billboard on social media extends the reach.

The part that can be a stumbling block is coming up with the message and design. But with outreach, it is not impossible to engage local graphic arts people to propose designs. With a design, target location, price for the vinyl wrap and a months rent, you have the fundraising goal. And expanding efforts to raise money beyond the internet -- door knocking and flyer distribution -- is a great way to create lasting local connections for other sorts of citizen lobbying efforts.
