For changes to an organization or agency mission statement where it is often voted upon or somehow agreed upon by the officers of that org or agency. And for government agencies, it's usually a process with a lot of individuals involved along with several steps to make it legitimate.

This shit sounds like some order barked from the foul facial orifice on steven miller's head followed by threats.
