My kids were born in1986, 90 and 92. No problems. During this time, I also worked in newborn at the county hospital. We had lots of people from Mexico having babies. Birth certificates were issued the same as US born children. However, I haven't worked since 1996.
It seems like parents to need to provide ID to pick up their kid's birth certificate. However, there seems to be no provisions for those who entered unlawfully (without an ID...hmmm) Expired VISAs are acceptable.
