Hegseth hasn't, AFAIK, said that he is God. But like a lot of religious fanatics, his concept of God is a projection of his own traits onto God. So Hegseth is an angry, belligerent person who believes that he has to destroy enemies (people who don't agree with him). Therefore, his concept of God is a divine being that is angry, belligerent, and a destroyer of enemies who don't agree with him (God).
Consequently, Hegseth believes that God chose him to do the "divine work," of waging war against his (Hegseth's) enemies, like Iran and other individuals or groups who don't agree with him because, in Hegseth's mind, God's enemies are Hegseth's enemies. Very conveniently, Hegseth has a God who gives Hegseth permission to kill Hegseth's enemies in the name of doing God's will. .
